[SoaS] Pootle will not accept some file changes

I can't seem to upload a file i have translation offline and have Pootle 
accept all the changes i have made.

I only have these choices when i upload:
    * Merge the file with the current file and turn conflicts into 
suggestions
    * Add all new translations as suggestions

So the fuzzy that i have removed is not removed on Pootle after upload 
and the translations strings i have cleared to untranslated is also not 
being accepted.
