[SoaS] Browse fails to launch in SoaS Fedora 27 beta

Missing files.

Browse git repository contains a submodule for collabwrapper, which is
included in the tarball from download.sugarlabs.org, but excluded from
the tarball derived from github.

So the packaging commit six months ago which switched to the github
tarball is the cause;

Debian faced the same problem last year.
