I agree something like a Remix labelling
policy or "based off of Sugar/SoaS"
might reduce confusion.
And if you are redistributing software
created under FSF GPL, and modify
it YOU HAVE TO INCLUDE/ make
available source files of the change,
so I'm guessing that the Fedora
under the hood requires it,
so I don't see how Sugar built on top
of Fedora/ Linux could change that
inherited policy/ licensing requirement.
