[SoaS] [DP] 33% Draft report participation rate?

We have more than 50% participation by now... please weigh in if you
have not yet done so. If you would like to see one of the questions
clarified, you can leave a comment to that effect, or vote 'invalid'
for that topic (as I've done for one question).
