[SoaS] updating the draft decision panel report

To rephrase what Caryl is saying:

* We need a simple, general term to describe Sugar distributions that run on
USB or SD media. This term should describe Trisquel, SOAS-Fedora, and
anything else you can think of.

* Right now, "sugar on a stick" perhaps without caps, seems like a natural
way to describe this [save for the fact that SD cards aren't called sticks
-sj :) ]

* If we reserve "sugar on a stick" then each distro may start using its own
custom name, without a shared common name, and we will end up with dozens of
very dissimilar names, which will be confusing to teachers

So, think in terms of the page of "Sugar distributions on external media".
What short, memorable name can be given to that page?   Live Sugar?
Personal? Portable?  This common name should be as memorable and
recognizable to non-technical users as possible.
