Sean, can you clarify what you mean by two-tier navbar? Simplicity is
key--I'm concerned about overloading the navigation. Another possibility
would be to have a simple page with all site areas listed clearly, similar
to the way Google works and also similar to the current Sugar Labs sitemap.

That way, we could prioritize the four (or more) key sites (they could
change occasionally if necessary), and relegate everything else to a "Sugar
Labs network" page with all links.
