[LA-OLE] Rural Areas, Native Nations proposals, forms

Technical University of Oruro (UTO) has several Rural Locations in the
towns of Curahuara of Carangas, Qaqachacas Orinoca, in the department of
Oruro, Plurinational State of Bolivia. These are areas of very low Human
Development Indices, and peopled mostly by the Quechua and Aymara
Indigenous Nations.
The access of young people in this area have to higher education and
their success in it face many limitations, many of them directly or
indirectly related to poverty.
For example:
* Low level and quality of pre-university training.
* Low registration, for numerous reasons, including that there is
little motivation or expectation of working in the area of your
profession.
* High dropout rates, often not only because of their lack of
integration to the requirements of higher education, but by the
necessity of having to immediately enter the labour market because
of serious family needs.
* Lack of educational materials in their own language, lack of
trained teachers to teach in the languages of native peoples
* High cost of educational materials, which are usually completely
out of context to their specific needs and reality.
* Little chance of entering the labour market maintaining the link
with their land of origin and their Native nation.
* Other conditions of marginalization of economic and political life.
We appreciate that this complex situation is common in other Latin
American countries, and even in Europe as being the case among migrant
populations.
For all the foregoing, the UTO want, along with your Institution of
Higher Education and with support for this project by the European Union
through the Programme Alpha 3, want to address:
Specific actions
1. fully assess the problem, in Bolivia and other countries
participating in this initiative, and define optimal strategies to
confront it
2. implement strategies in a permanent cycle of preparation,
implementation, documentation, and evaluation and permanent sharing,
through Open content, that allows copying, adaptation, and distribution
by others without specific authorization needed, keeping the attribution
of the authors (CC at).
3. evaluate what was done, and give a maximum dissemination of the
results for implementation and replication of what is shared so similar
institutions of Latin America can benefit from it, and even in other
parts of the world.
Partners are expected to
* Coordinate their involvement with UTO in relation to specific actions
that they will carry out locally (in your country, area, region)
* Participate locally (and / or in Latin America, in the case of Members
of the European Union) in each project phase
* Participate in international events organized by the UTO to exchange
experiences
* Regularly and using virtual collaboration tools, contribute their
experience and knowledge.
* Refer to UTO the receipts for expenses made under the project, to
thereby enable it to issue payments worth 80% of what was spent.
"Colaboradores" may participate, but can not receive funds except for
participation in international and regional events

"Lots"
Please find enclosed the forms of participation. If yours is an
institution of higher education (IHE), you can choose to be partner in
both Lots. If not, you may only choose to participate in Lot 2, but may
be an organization that cooperates ("Colaborador") in Lot 1.
Lot 1 has an inter-institutional university profile, with specific
actions including the development of courses and similar activities in
IHEs participants, specifically around the theme of Rural branches of
IHE, which of course usually includes students and teachers of Native
Nations
Lot 2 has a profile towards analysis and exchange of experiences around
the theme of access and success of Indigenous students in Higher Education
As shown, both proposals are complementary but have each a unique
character.
We would suggest you sign up for both, since at this time of course we
do not know which of these proposals will receive funding from the Alpha
3 Programme of the European Unio. EU rules allow you to participate in
several projects as a Partner.
