[IAEP] [SLOBS] MOTION to budget professional services for a Yoruba-Igbo XO build WAS [Re: Yoruba localization contract completed

I think we can also work on Efik, because from what i know that's where
there's a high number of XO's still in use in schools -- i think over a
thousand --, so it can also be included in the build.
