[IAEP] GSoc project on i18n and L10n

No, I haven't worked on i18n or l10n before but given a chance i will get
familiar with these soon. If this i18n project is a more like a
placeholder, I would like to work for "Git backend" as I'm comfortable with
using git, python and have little experience Javascript.
