[IAEP] 2016-2018 Oversight Board

This example ilustrates my point. Mr Bender has superior skills for
technological education but lacks of know-how in managing resources in such
a complex project.

According to this meeting log [1] mr Bender is requiring authorization from
the board to "hire" a translator to the Aimara Lenguage for a few words for
US$1000.

The value in the local market for a translation of US$1,000 are at a
minimun 600 words.

"Down here" we have many users from many lenguages that sould benefit a lot
from the translation of Sugar, ie; Asháninca, Aguaruna, Shipibo, etc. Will
US$1000 make a diference? well, as you can see it would.

To be able to approve such financial requirement, the board would need to
consult financial status and documentation such as the *Sugar Labs Balance
Sheet* and the specific *Budget for the translation project*.

Such documentation and process should be updated on the web and posted
publicly in the Mailing List in order to benefit from comunity feedback
before approval and execution.

I believe separating Executive Director figure from the Board will benefit
the overall process by making it easier to document requests and approvals,
and specially reducing the overload of work for mr Bender.
