[IAEP] 2016-2018 Oversight Board

Is not "ridiculous", it is logical.

The best interests of the Sugar Community is to achieve Quality management
as it is focused not only on product and service quality, but also on the
means to achieve it. Quality management, therefore, uses quality assurance
and control of processes as well as products to achieve more consistent
quality. [1]

It is been 4 years since our finance page on the wiki was updated [2].

We have lack of "oversight" and communication on a very sensitive process,
therefore Sugar community is suffering a lot from this bottle neck.

We won't achieve quality assurance if we don't have control over vital
processes such as Finances.
