Yes, Laura, that puzzles me too.

It appears the process is being driven in reverse; (a) Sugar Labs has
money, (b) Sugar Labs has a volunteer doing great work, (c) Sugar Labs
acts to purchase more of the volunteer's time.

Under this scenario, the board has already decided who the best person
for the job is, and like the reverse cascade of an as-built drawings
for a building, is causing changes to design, all the way back to
motions of deliberative assembly.

On the positive side, at least this is now transparent.
