[IAEP] Google Code In 2013

Hi!

Code In will officially start in less than 14 hours!

While getting ready to add some sugar network tasks, I still haven't been
able to find information regarding how does the punctuation system work
within Sugar Labs.

How are we going to keep track of completed tasks? Walter, do you have any
information you can share?
