[IAEP] Inter-American Development Bank report on one-to-one programs

Eugenio Severin from the IADB sends a heads up. Remember that the IADB
is a major player in terms of making ICT4E available in the Americas,
and has already spent several million USD in research, and if my memory
fails me not, bore a lot of the expense for the Haiti and Peru deployments.
