[IAEP] Help Request

Hi...
We have a help request from someone in Puerto Rico.  He says this is his niece's XO and he wants to know how to get an "activation lease." I don't know what to tell him. Also, I don't know where he or his niece got the XO or if it ever worked for them.  Any suggestions?
