[IAEP] Current funding request status

Any updates on this front?
The comments on Rafael's request seem to indicate a negative outcome
whereas the discussion about Sebastian's request sounds undecided (to me
at least).
Seeing how time critical particularly Sebastian's request is I think it
makes sense for a decision to be reached quickly here.
