The web interface for list moderators (which I access through the
command line wrapper "listadmin") allows adding senders to a blacklist.
Moderators are not, however, allowed to see or edit same blacklist.
Moderators also are not allowed to see or edit the rules causing
quarantaining to happen in the first place (e.g. whitelists and
filters).
