Hi Joe,

the problem you have doesn't seem related to Sugar at all. As the
Sugar community is much smaller than Fedora's, I recommend you that
try to reproduce the problem with official fedora builds and use their
support channels to get help.

If official fedora builds work but soas images not, then please ping us back.
