[IAEP] Evolution of Sugar Labs

Over the last year Sugar Labs has grown enough that it is a different
organization from the Sugar Labs we knew last summer.  Good Job!

But this growth means that we must reassess what we are doing, why we
are doing it, and what we should do.

To facilitate this process,

how to create a roadmap.

Please hack away at it.
