No, please do not file bugreports about Sugar activities not packaged
for Debian.
If you resolve that the bug is not in your externally downloaded
activity but somewhere else, e.g. Python typo in sugar-datastore, then
file a bugreport about that (and mention that non-Debian activity as a
test case to provoke the error).
And feel free to file so-called "RFP" (Request For Packaging) bugreports
for activities you would want to get packaged.

No, please do file bugreports against Debian packages containing bugs!
Debian is not upstream. Debian might need to live with a bug for several
years, until a newer upstream version can replace it.
Simple rule for end users: Please file bugreports to your distribution,
against any software packages from them(!) you experience problems with.
Such bugreports are a valuable contribution, and are highly appreciated!
