[IAEP] election workflow

I am going to take a look at the Fedora Accounts System
https://admin.fedoraproject.org/accounts/ to see how it can be
leveraged to to create member rolls for Sugar Labs as we lead up to
the election.

The basic premise is that _anyone_ who signs a signed copy of the
Code of Conduct
http://wiki.sugarlabs.org/go/Sugar_Labs/Legal/Code_of_Conduct becomes
a voting member and receives a @sugarlabs.org alias.

As always, the devil is in the detail.  But, that seems like a sound
and sane starting point.
