[IAEP] Ranges of Colors of XO in F1 Neighborhood to ID Sugar Versions?

This would be useful for developers but in the use case we are primarily
desigining for, a school, everyone in that school will have the same
Sugar Version.  For most Sugar users the neighborhood  would all have the
same build
