[IAEP] some more wiki cleanups

Over the next couple of days I will be working on some more wiki clean ups.

The two areas that need attention on are:
Community and Sugar Labs; much of the information between the two
topics is redundant or interlinked.
Legal;  over the past couple of months, Sugar Labs has accumulate
several legal documents which should be assemble under Sugar
Labs/Legal.
