As I see it, the bottom layer is "floating". I mean - you can apply some 
(not a specific) distro on top on some (not a specific kind of) 
hardware.

So I'd say Sugar on a Stick simply belong to same layer as Fedora (and 
Debian, please!), at no particular order.
