I can only really speak about Debian, not Ubuntu. And I believe that is 
what Holger does too.

More exaclty, "Glucose" as a whole cannot enter Debian "main" as Debian 
dos not allow packages in main that depend on packages in non-free (or 
packages that work only when coupled with non-free stuff - so it is no 
solution to just "hide" the relation by dropping the dependency hint):


All of "Glucose" except Etoys" is in Debian "main".

The Squeak virtual machine is in Debian "main".

The Squeak image "Etoys" (the only one currently packaged officially for 
Debian) is in "non-free" due to ftpmasters judging it not possible for 
the security team to maintain throughout the (multiple year long) 
lifespan of a Debian release.

The Sugar activity "Etoys" is not yet packaged. When packaged, it will 
be in Debian "contrib" due to its dependency on the Etoys image in 
"non-free".
