[IAEP] Wiki - Sugar Labs

I have set up the framework of the /Sugar Labs portion of the wiki at
http://wiki.sugarlabs.org/go/Sugar_Labs.

The idea is to represent Sugar Labs as the Governance and Funding arm of
the sugar community.

Several of the pages linked to from the header: Todo, getting
Involved... are quite sparse.  It would be great if someone with more
knowledge of the organization could flesh them out.

http://wiki.sugarlabs.org/go/Special:Allpages provides a overview of the
direction that the organization of the wiki is taking.

I apologize if these wiki updates seem like spam.  I am making some
pretty drastic changes to organize the wiki around the sugar community
rather than the sugar 'product'.  I want to keep everyone abreast of
what is changing so that I can make rollbacks if necessary.
