[IAEP] interlinking FAQs and TODOs

Today I am going to start splitting up the FAQ and TODO lists into parts
based on functional areas (teams).  The master FAQ and TODO lists will
be generated by linking the various sub lists.

The reasons for this are twofold. 1.  It will be easier for potential
community members to find information about the area that they are
interested in.  2. It will be easier for current employees and community
members to add items to the list in their specific area.
