[IAEP] BugSquad

I would like to announce the formation of the Sugar BugSquad.

It looks like all the key developers are pretty busy at the moment, so I
am forming a BugSquad. My goals are:

1. Squash bugs.
2. Develop the concept of teams within sugar development community.
3. Start recruiting community members in an orderly manner to the
project.

Most of the early effort will be developing a triage guide and working
through the backlog of bugs. 

Where appropriate, I will base the Sugar bugsquad off the gnome, kde,
and ubuntu bugsquads.
