[IAEP] Sysadmin team

I would suggest making it a branch under wikiteam (maybe renaming wikiteam
to "infrastrucutre" if needed).  Both sysadmin and wikiteam functions are
essentially about project infrastructure so they make a natural grouping and
will likely have similar memberships and tasks.
