[IAEP] Bootstraping the membership and elections committee.

It seems to be time to start moving forward on the the membership and
elections committee.

We are getting close to approval in the Software Freedom Conservancy and
our charter requires the creation of the oversight board with 30 day of
that approval.

It might be prudent to establish our decision making mechanism by
selecting a Sugar Labs Logo.  Logo selection has the advantage of being
low risk while being highly susceptible to bikeshedding.
