I have to get the written permission from VPRI before making any change
and redistributing it.

I'm not sure what you mean. This book has been freely used as a base for
translations into Japanese, Spanish,.Portuguese, etc. It can certainly
be freely translated into Nepalese.

I have looked at this book before and been quite impressed w/ it.

I am concerned that it is not open-source. It would be quite useful for
us in Nepal to translate individual portions and put them into
individual lesson plans tied to the national curriculum. The current
licensing scheme discourages this.
