We have decided that we do have time to do formal student interviews of any students interested. We have specifically invited the currently-top-ranked 9-10 students for the about 4-6 slots we anticipate getting; but 2 of those students are also highly ranked with another org, and it is conceivable that a student outside this set could give a great interview and get a slot. We also hope that many of the applicants will be able to work on their project even if we do not have funding from Google, though of course we understand if financial pressures make that impossible. If you're interested, we can assign you a mentor. The interviews will be partly to help you improve your proposal (that is, suggestions from us and a time for discussion), and partly like a job interview (questions to try to evaluate you as a candidate).
