[GSoC] Meeting Notes: Sugarizer VueJS App Project

I wanted to share a summary of our last meeting about the GSoC project.

## Tasks completed
Task0: add test for non native sugar icon wait() method
Task1:  Review hard coded target test in show popup
Task2: Fixed module user.js for neighborhood view
Looking into why icons not working while using `file://`

## Tasks for this Week
Task0: fix conflicts for showPopup method PR
Task1: sandbox.html migrate to i18next-vue
Task2: icon optimization fix doesn't work in file:/// mode
Task3: Neighborhood View
