[math4] new volunteer working on 4.N.16

hello everyone,

i am new here to this project. i know david from the UCLUG. he mentioned
this project in our last meeting. my parents and i got excited and are
going to work on module 4.N.16 - Rounding. 

i am an electrical engineer by education. i've been programming for
quite some time now. i've used sql, asp, html, c++ and some others.
however, i've not used python yet. that's part of the reason for taking
on the project. other reasons are the drive to give back to the
community and to help some kids. 

my parents are helping with the content creation and i am going to be
programming. hopefully we'll be successful and can take on some more of
the modules.
