My biggest issue is that it in now way represents "who owns what".

Do you think it would be sensible to simple have all of those skills be 
"claimable" by accountable folks?  i.e. someone says "I'm working on an 
activity that will attack 4.N.2 and 4.N.3".

Too soon for this, or useful?  Thoughts?
