[math4] Question Support API Project Organization

If you were planning on being involved with the Question API, please
add yourself to the  Project Members list at [1] so  we can start
distributing tasks and tackling the project in an organized way.

Anyone who is interested or planning to *use* the API, please also
check out [1] and add any concerns or comments to the Talk [2] page so
the API Team can take them into consideration.

One we (the team) know what we've got, in terms of resources, we can
start to think about dates and/or reasonable milestones for the next
few weeks.
