FYI: http://wiki.laptop.org/go/OLPC_Bitfrost

There are two types of images:
* Signed
* Unsigned

and similarly laptops are:
* Locked (with a valid lease.sig)
* Unlocked

On locked laptops, only signed images may be flashed (by pressing the 4
gamepad keys while boot)

On unlocked laptops, both types of images may be uploaded.

It is not easy to 'toggle' signed/unsigned images.

It is easy to toggle the locked/unlocked nature:
* Make sure that the laptop is not permanently unlocked, following which
* You'll need the develop.sig in the /security folder (to have the
laptop unlocked)

So please clear whether its a problem with locked/unlocked laptops or
signed/unsigned images, both of which are quite strange behaviors.
