Hi all: In the heat of the moment I have made a typo in /etc/powerd/flags/modules-inhibits: usb_wwlan should be usb_wwan, once this edit is in place the lockout should work correctly. If you don't want the lockout to be enabled for a usbstick remove or comment out the next two entries.
