[Dextrose] Query regarding a UY ticket

Hi all.

The ticket reference is
https://desarrollo.ceibal.edu.uy/issues/1671

Herein, Esteban says that no mesh-icons are shown, if the security is
disabled. However, if security is enabled, the mesh-icons are shown.

Anyone any ideas, what security he may be talking about; and why is it
necessary?
