The only design problem I see with this is that the problem itself is caused
because the users don't go to the power management CP when they want to use
the 3G device in the first place, so putting a warning there will be
helpless in most of the cases, except if they get there by mistake during
the process.

But, even if we show this warning at the at modem configuration CP section
there can be common situations where the user will miss the message.

I like this idea better, but still, after then user starts using the 3G
device they barely check the palette (the palette is mostly a hidden
resource) and it does not make sense for us to wait that they will check it
time to time just to see if there is something we want to let them know, it
will probably be too late.

I don't like the idea of spamming with notifications either, but this is one
of these situations where the system should effectively communicate to the
user about a odd behaviour, and not expect that the user will get the
message by mere luck (constantly checking a palette or getting into the
wrong CP section while they try to use the 3G device).
