[Dextrose] Sugar updater.

Hi all,

Just a kind of summary on this topic. After IRC discussion[1],
I think motion is:

* having special yum repo with updates that are fit to
  auto/implicit strategy
* having cron task that call yum update only for this repo
* if there is a need in rebooting, cron task sends a notification to
  system bus
* sugar shell is responsible to listen it and notify XO user
