Probably because it's not working well enough. There are a number of
race conditions that are easy to hit during normal operation.
For details, see the OLPC bug tracker [1] and devel ML archives [2].

Once Dextrose ships a kernel that

a) uses libertas_tf [3,4] and
b) has support for /sys/power/wakeup_count [5]

we can reconsider that decision.

a) is counterintuitive. From an engineering PoV, it makes more sense to
let the wireless chipset handle as much as possible and let the host CPU
(that draws way more power) sleep. However the libertas firmware is
closed source and contains bugs that prevent wake-on-WLAN from working
reliably (OLPC#10232 [6] has the best diagnosis so far).
