I'd be happy to help work on the Sugar HIG regarding the move to touch, but I think many of the details are reliant on upstream multi-touch support. The XO 1.75 having both a physical keyboard and allegedly multitouch display seems to give us a good stepping stone, but we would need developers to have access to XO 1.75 equivalent hardware before much concrete movement could be hoped for, with a 100% touch only Sugar UI being a target some time after that.
