[Dextrose] Patch Manager

Over the last couple of weeks it has become apparent that some down
stream deployments such as PY have been having trouble pushing patches
upstream.

At this point it is premature to assign blame.  Rather, I would
categorise the problem as an impedance mismatch.  The acceptance
standard and overhead of the upstream process is higher than some
deployments are willing and able to meet.  As such I have asked Anish
to act as the Dextrose patch manager and liaison to Sugar Labs.

Over then next couple of months Anish's primary responsibilities will be:
1) Shepherding patches from the Dextrose tree to mainline.
2) Working with Dextrose developers to insure that their patches meet
Dextrose and Sugar Labs quality standards.

On a related note, Sadly, I would like to announce that dextrose now
has a patch review process distinct from the Sugar Labs process.  Over
the next couple of days, anish and bernie will announce that process
on this list.
