 I agree with you that is has a use case, however, I believe that this is
 not the correct ux.

 It is confusing when your display turns off 100%.  Users who are not as
 tech-savvy may believe it is a crash.  Even users who are more tech savvy
 may not know where the brightness keyboard shortcuts are to turn the
 screen up more.

 I believe it is better surfaced by a dedicated menu item rather than a
 confusing slider.
