Comment:

 How is this related to sugar?

 Gtk+ should be involved in redrawing things.  It only does when it needs
 to, rather than redrawing it all the time for YOLO.

 If this is only an issue in some activities, maybe they aren't telling
 Gtk+ when they need a redraw - in which case you should file a bug for
 only those activities (use the component option when making a new ticket).

 If it is system wide, maybe it is a Gtk+ issue, or maybe your distro/os
 adds bad patches to Gtk+.  IDK, but this is not a sugar bug.
