 Some distributions delete locales from the system at install time, or
 install only selected locales, by asking for a location in the installer.

 On these systems, the language control panel properly offers the available
 system locales, but also offers Dari and Guarani.

 Dari and Guarani should not be offered in defiance of the available system
 locales.

 Workaround is to remove the change from Sugar during packaging for these
 distributions.
