 Browse always does not show that a download is in progress, and sometimes
 continues to show inappropriate "This web page could not be loaded".

 Reproducer:
  * install OLPC AU build 33027xx4,
  * avoid connecting the wireless,
  * open Browse-156,
  * manually enter a URL to an activity bundle file,
  * see "This web page could not be loaded",
  * connect the wireless,
  * press the refresh icon to the right of the URL,
  * agree to the download advice message,
  * issue: at this point and for the duration of the download, Browse
 continues to show "This web page could not be loaded" tab,
  * issue: there is no other indication that a download is happening,
  * agree to the download completed message,
  * issue: at this point "This web page could not be loaded" continues to
 be present, even though the download has completed.
