 Problems with them:

 - they absorb all the focus #4000 #4692
 - they can't be styled #4318

 We use them when we require submenus, like Resume with > (options).  We
 have them in Clipboard and in Journal.  And as far as I know, we don't
 pass the second level.

 I propose we remove them, and implement a modal palette to replace the
 second option.  It should have a X to cancel.
