Comment (by walter):

 I've written some patches to Sugar [1, 2] that implement a
 maximum_instances limit settable in activity.info. We need to add:

 maximum_instances = 1

 to Record.activity/activity/activity.info

 However, these patches, while they are being pulled into AU 1B, are not
 yet upstreamed. Hopefully they will land in Sugar 102.
